TRAINING DETAILS:
This webinar will provide an overview of Ventura County’s innovative approach to developing a network of school Wellness Centers, and its connection to the county’s development of a Child, Youth, and Family Wellness System. Specific topics to be covered include:
- Structure, focus, and operation of Ventura’s Interagency Leadership Team, including application of the Interagency Core Practice Model to guide relationships, collaboration, and processes to promote results.
- Interagency partnerships with schools and the community to develop an innovative hub and spoke model for wellness centers in high schools and middle schools throughout the county.
- Engagement of students to drive the model and to provide peer support to fellow students.
- Leveraging the strengths and capacities of various wellness system partners, including flexibilities of Office of Education outside of county structure.
- Cross system sustainability and development of a collaborative infrastructure, including behavioral health, juvenile justice, and early childhood.
- Alignment of Wellness Centers as part of the community pathway approach of the county Comprehensive Prevention Plan.
Attendees will:
- Learn tangible actions needed to develop a network of school wellness centers through cross agency partnerships
- Understand the technical as well as the adaptive leadership strategies needed in establishing a peer driven model within diverse communities
Who should attend: Prevention Teams and cross-sector partners, including staff of child welfare agencies, behavioral health agencies, probation, Child Abuse Prevention Councils, community-based service providers, family resource centers, Offices of Education, and other child- and family-serving organizations.

- This is a webinar-style training. This means that you will not be on camera and will not be able to see other learners. This training will not include breakout rooms. Opportunities to interact with the presenter(s) and other participants will be included.

MEET THE SPEAKERS
As County Superintendent of Schools since 2021, Dr. Morales leads the Ventura County Office of Education (VCOE), an agency that employs more than 700 people and provides teacher training and administrative support services to Ventura County’s 20 school districts. VCOE also operates schools for students with special needs and at-risk students and provides career education for students countywide. Prior to his current role, Dr. Morales served as the Deputy Superintendent for VCOE. He first joined VCOE in 2019 as Associate Superintendent, Student Services. Before that, he served for nearly six years as the Superintendent of the Oxnard School District. He has held leadership roles in the Lawndale and Lennox School Districts in Los Angeles County. He also has experience in the classroom as a middle and high school teacher.
Dr. Morales received his Doctor of Education degree from UCLA and his master’s and bachelor’s degrees from Loyola Marymount University. Dr. Morales serves on a number of local nonprofit boards, including the First 5 Ventura County Commission and Assemblymember Jacqui Irwin’s Education Advisory Committee. He is also a past President of the California Association of Latino Superintendents and Administrators. In 2022, Dr. Morales was the recipient of the Marcus Foster Memorial Award for Administrator Excellence by Region 13 of the Association of California School Administrators (ACSA). He is also a recipient of the El Concilio Latino Leadership Award and was named a “Leader to Learn From” by Education Week magazine in 2017.

David Swanson Hollinger is the Ventura County Human Services Agency Deputy Director of the Department of Children & Family Services. Possessing master’s degrees in social welfare and public health, he has worked for more than 30 years in the health and human services fields in direct practice, administration, and leadership. His diverse work history has included public child welfare, public mental health, non-profit social and health services serving children and families, and Medi-Cal managed care. Throughout his career, he has been committed to cross-system, integrated approaches to a full services continuum that support and empower those served and that promote a system of child and family wellness.
