- ACL 23-105 – Guidance to California county child welfare services agencies and probation departments on changes that became effective on January 1, 2023. AB 2085 amended the Penal Code to specify that “general neglect” does not include a parent’s economic disadvantage and that a child must be “at substantial risk of suffering serious physical harm or illness” to fall within the definition of ‘general neglect.’ SB 1085 amended the Welfare and Institutions Code to prohibit a child from being found within the juvenile court’s jurisdiction solely based on indigence or other conditions of financial difficulty.

TRAINING DETAILS:
Engaging the community is a key strategy in preventing child neglect. It is not an easy task, but educating and empowering everyone, from parents to lawmakers and doctors, on the importance of recognizing signs of neglect and understanding the needs of families is critical. Communities need to come together to support one another. More public awareness is necessary to strengthen prevention initiatives and better protect children from the harm that neglect can cause.
Join this training to learn tools and strategies to strengthen communities and support families. Explore the FRIENDS Neglect Toolkit to understand how to assist your organization and community partners in understanding neglect and the complexity of this issue, as well as promising approaches and strategies to address it.
Learners will:
- Understand the definition and risk factors of neglect.
- Understand how to use the FRIENDS Neglect Toolkit to support families and communities.
Who should attend: All staff of family resource centers (FRCs), Child Abuse Prevention Councils (CAPCs), community-based organizations, and other child- and family-serving systems.
IMPORTANT TRAINING INFORMATION:
- This is a webinar-style training. This means that you will not be on camera and will not be able to see other learners. This training will not include breakout rooms. Opportunities to interact with the presenter(s) and other participants will be included.
- This training will be recorded. The recording will be available to registered learners within 2 days of the training.

MEET THE SPEAKERS
Samantha has over 20 years of experience in family support and program development. She has developed & delivered specialized training and provided technical assistance to family strengthening networks and organizations across the country. Before joining FRIENDS, Samantha was the Director of Training for the National Family Support Network. Other previous work includes 9 years as a Training Specialist working with the Strategies Program in California and several years as the Director of Education and learning with the Executive Service Corps of Chicago. Samantha has a Bachelor’s degree in Sociology from the University of Wisconsin-Eau Claire and a Master’s in Marriage and Family Therapy from the University of San Diego.

Training and Technical Assistance Coordinator, FRIENDS National Center for CBCAP
Carolyn Abdullah is a Training and Technical Assistance Coordinator for the FRIENDS National Center for CBCAP where she provides technical support and training to CBCAP State Leads. Carolyn has over 25 years of experience working on issues related to children, youth, and families. Before joining FRIENDS, she held positions at Prevent Child Abuse North Carolina, the National Alliance of Children’s Trust and Prevention Funds, and the DC Children’s Trust Fund. She has worked with parent leaders to expand and advance meaningful roles for parents in family strengthening programs, including partnering with parents and practitioners to host guided community conversations where participants share their knowledge and experiences as they create strategies to improve the lives of children, families, and communities. Carolyn has a Bachelor’s Degree in Communications and a Master’s in Instructional Design.
